The safeguards text

I received a copy of the Indian safeguards agreement by email from David Albright's Institute for Science and International Security at 3 a.m. IST. He must have got it even earlier. The Government of India released the text at 10 a.m. Yet again, the GOI has been caught wrongfooted. There was no reason why the text could not have been released on July 9, even going by External Affairs minister Pranab Mukherjee's faulty logic.

But I digress. The text makes for interesting reading. I am wading through it right now and will post my comments tonight.
