But...<BR/><BR/>During the Cold War, India tried but failed to remain completely outside the competing ideological blocs. Even when New Delhi signed the Treaty of Friendship with the Soviet Union, this was done for the immediate needs of pursuing the 1971 War; we should remember that the treaty had been first proposed in 1969 by Moscow, and New Delhi sat on it till the need for it arose. To talk of a military alliance with the United States today when the<BR/>international situation is still fluid is premature.
